Reblocking Pilot Project in Phola Park Informal Settlement, Afesis in Partnership with Buffalo City

Afesis, in partnership with communities and local government, implemented a reblocking pilot project in Scenery Park, Buffalo City Metro, as part of a broader approach to informal settlement upgrading and equitable urban development. Reblocking is a community-led process that reorganises shack layouts to create safer living conditions, improve access for emergency services, and enable the provision of basic services such as roads, drainage, water, sanitation, and electricity.


The non-profit organisation, Afesis, launched the first participatory reblocking project with the community of Phola Park Informal Settlement in Buffalo City and the local municipality. The aim was to improve living conditions and lay the groundwork for formal upgrading. Actions Working with a dedicated Project Steering Committee of residents, Afesis reorganised shack layouts to open up space for proper roads, pathways, and infrastructure. This allowed for better stormwater management, reduced flooding, and safer access for emergency vehicles. The process included community mapping, co-design workshops, formal surveying, and local job creation during the construction phase. Outcomes • Directly impacted over 186 households that benefitted from improved access routes, repaired sewer lines and upgraded stormwater systems. • Created the conditions for formal service delivery, such as electricity, water standpipes, and communal toilets. • Strengthened local governance through establishing a committee of residents. • Influenced how the municipality approaches informal settlement upgrading. The national DHS has recognised the model, and scaling to other settlements across the city is being explored. Afesis is looking for partners to continue this work, reach other informal settlements, and give people hope that there is a better tomorrow, even for those living in rural areas and informal settlements.
