Design a Monitoring, Evaluation and Learning (MEL) Framework for Local 'Small Wins' Our new strategy is built on securing small, tangible community victories (such as a successful re-blocking project or improved indigent support) and using the evidence from these wins to inform provincial-level policy advocacy. We need an experienced M&E professional to help us design a simple, practical MEL framework and data-collection templates that let field staff capture these local outcomes consistently, so they can be converted into evidence for our systems-change work.
